Helmer is Senior Partner and President of the Cincinnati office of Helmer, Martins, Rice & Popham. Approximately two thirds of his practice, which is exclusively devoted to litigation, involves the representation of employees blowing the whistle on fraudulent Government contractors. Helmer has obtained several multi-million-dollar jury verdicts and has been trial counsel in over 300 published legal decisions. His False Claims Act cases have returned over $1 Billion to the taxpayers and have resulted in 15 criminal indictments. Helmer’s testimony before the House of Representatives and the United States Senate was pivotal in the 1986 Amendments to the False Claims Act. The statute has become known as the government’s primary weapon against fraud on the taxpayers. In 2008, he argued Allison Engine Co. v. United States ex re. Sanders before the United States Supreme Court against former Solicitor General Theo- dore Olson. The Supreme Court ruled by a 9-0 decision in favor of Helmer’s client. Helmer returned to testify before two Congressional Committees in 2008 concerning the clarifica- tion of the False Claims Act. Congress overwhelmingly passed the Amendments cham- pioned by Helmer and President Obama signed them into law on May 20, 2009. According to the Department of Justice, the United States has recovered more than $64 billion under the False Claims Act and its amendments champi- oned by Helmer.
Beale
Strauss Troy welcomes Kiley M. Beale to the firm, where she joins the Domestic Relations practice group. Beale focuses her practice on family law, including divorce and dissolution,
throughout Montgomery and Hamilton coun- ties. During her time in Montgomery County, she worked for the Montgomery County Juve- nile Court where she advocated for children in dependency cases and delinquency cases. She is also trained and supervised volunteers who advocated with children in the courtroom. Blackney began working for the Hamilton County Public Defender’s office in October of 2014, first in the Guardian ad Litem division where she advocated for children in dependency cases both inside the courtroom and in the community. She has a rare distinction of being undefeated in her cases before the First District Court of Appeals. She then began work in the municipal division of the public defender’s office where she represented individuals in criminal matters and advocating for their rights. As a public defender, she tried cases before judges and juries with great success. Blackney devel- oped a reputation for aggressive pretrial motion and trial practice on behalf of her clients. Blackney joined the Law Office of Arenstein and Gallagher in May of 2021, where she will represent primarily represent clients in crim- inal related matters in state and federal courts.
